Rules regarding passport applications.
 
American Miniature Horse Club GB is the DEFRA approved passport issuing Office of MHCGB.
We offer a studbook with three registers for miniature horses with American bloodlines applying the following criteria:-

Studbook A 
Registration criteria
Open to Purebred American Miniature Horses either bred in the UK from registered American Miniature Horses or purebred horses imported from the USA with current papers.
 
Studbook B
Registration criteria
Open to horses with a minimum of 25% American bloodlines.  I.e., one grandparent in the American Miniature Horse studbook.
 
Studbook C
Registration criteria
Open to foundation horses which comply with the breed characteristics but have no proven parentage.
 
Rules
AMHCGB will not enter into ownership disputes.
The owner of the mare at time of foaling will have the right to use their prefix as registered with Central Prefix Register.
All passports must be applied for in the current year of birth excepting imported horses.
A veterinary surgeon must implant the microchip and complete the AMHCGB silhouette page.
Information must be correct to the best of owners knowledge. 
All prefixes used must be registered with Central Prefix Register and shall be a minimum of two letters, no hyphens, spaces, numerals or apostrophes.
Applications will be accepted for all eligible horses regardless of owners membership status.
AMHCGB will enter into the breeding book, animals of the same breed, line or cross that are eligible for entry under the Society’s breed criteria, without discrimination on account of their country of origin.”
 
 
Your legal obligations.
 
Due to the new Minimum Operating Standards for PIOs that came into force in October 2018 we are obliged to inform you of your responsibilities regarding the passporting of your horse.
It is a legal requirement for all horses and ponies to be issued with a passport. Horse Passport law is governed by the commission Regulation (EU) 2015/262, and in England by the Horse Passport Regulations 2009, and where applicable, any subsequent amendments or successors to these regulations.
A horse's passport must be kept with him at all times. It is illegal to travel a horse without their passport
No animal may have more than one passport.
​Passports are the property of the Passport Issuing Organisation (PIO) and the passport must be returned to the issuing PIO for the following reasons:
·         If the animal changes ownership (within 30 days), with transfer of ownership form and correct fee.
·         If any alterations are required (for update of adult colour, castration etc)
·         If extra pages are required for vaccination records etc
·         If the document is damaged
·         When the animal dies (within 30 days), with correct form and fee.
·         Part II Section II (or pre-2016 Section IX) has been signed to permanently exclude the horse from the human food chain, within 14 days
Late Passports are still available and will be marked as ‘Duplicate’Passports
If the passport is lost, a duplicate may be applied for with correct fee.





​Submitting a Horse Passport Application. 
​1.  Passport applications must by submitted by the later of: six months from the horse’s date of birth or by 30th November in the year of birth. All applications received after 12 months of birth will be issued as a Duplicate/Replacement passport instead.   Please ensure all applications have been signed appropriately by the inspecting Veterinary surgeon. 

2.   To comply with pedigree verification rules, Stallion reports are required at the end of each breeding season and are submitted to the office no later than 30th November.  Failure to do so will require DNA testing in order to verify breeding.

3.   Foals must be identified at foot with the dam certified by the the veterinarian upon inspection.   Failure to do so will require DNA testing in order to verify breeding.  Please ensure your vet has signed and stamped your application on page one. 

4.  If  you are applying for a horse passport and do not own the sire of your foal you will require a covering certificate from the stallion owner, this must be submitted with the passport application.   The stallion owner must have submitted a stallion breeding report showing all mares covered either owned or outside. ​

Owners are required to hand over the horse passport together with a signed owner transfer form to the buyer upon sale;   It is a legal requirement that new owners (including dealers) are required to submit a horse passport to the office within 30 days to record the transfer of ownership

Ensure the following passport details in the passport up to date and correct at all times: ownership; eligibility for slaughter for human consumption; microchip code; status as registered or breeding and production;


Submit the passport to the office within 30 days for updating if any passport details have changed; 

 Return the passport within 30 days of death or loss of the horse

Microchips
It is a legal requirement that all horses must have a microchip implanted by the 1st October 2020.
Horse Passport applications prior to 2009 did not require the horse to have a microchip implanted.  Therefore a pre 2009 passport may not have microchip details included. 
The Microchip number will need adding to both your passport and the passport issuers database. Old style passports can also be upgraded when microchip details are added.    The implanting veterinary surgeon will be required to stamp your passport.  The owner is required to submit the passport and implant form to the office to add to your horses data.

Overstamping
It is a legal requirement that all horses with a current EU passport are registered with a UK breeding book/PIO.    As of 1st January 2021 all horses with existing EU passports residing in the UK  are required to be overstamped / registered with their corresponding breeding book in the UK.    Any horse imported into the UK with an EU passport is legally required to have the EU passport overstamped by a UK breeding book within 30 days of entry into the UK. 
MHCGB hold the only DEFRA approved breeding book for American Miniature Horses.

NB. Horses with existing UK issued passports are overstamped into the MHCGB Show Horse Register only and are therefore not eligible for the AMHCGB studbook classes.

Please have your vet fill out the below form and return it along with your passport and the relevant fee to the AMHCGB office when you have your colts / stallions castrated.

Requirements for Breeders
Breeders are required to file a Stallion Breeding Report.   This annual form should be submitted for every active stallion, even if only used to cover your own mares. Stallion owners must include all owned and outside mares on their breeding report.
If you do not own the stallion, the stallion owner will provide you with a covering certificate which needs to be submitted with your passport application form.  
Please ensure that these forms are completed for all coverings made by your stallions and submitted to the MHCGB office at the end of each breeding season. Offspring without breeding reports will require DNA testing.

Stallions are licensed to ensure we are breeding the best quality foals possible not only as responsible breeder but also on the grounds of welfare.   Licensed Stallions are DNA tested, assessed for conformation, soundness and freedom from hereditary genetic defects including ACAN testing for dwarfism.   
2025 update   ​If you intend to use your stallion born in or after 2022 for breeding purposes MHCGB has introduced mandatory stallion licensing, DNA testing and an ACAN test will be required for the welfare and the general health of our Miniature Horse breeding stock.
